Update: Richard Hartline failed to appear in court and was taken into custody without bail on September 18th.
A Franklin County man who is no stranger to the legal system has been charged for the second time in two years for chemically endangering his children. On Saturday authorities arrested Richard Ellington Hartline and charged him with:
POSSESSION OF MARIJUANA 2ND;
ILLEGAL POSSESSION OF PROHIBITED LIQUOR;
POSSESSION OF A CONTROLLED SUBSTANCE
Hartline has previous arrests and convictions in Franklin County involving a gamut of crimes ranging from public intoxication to possession of illegal drugs to promoting prison contraband to domestic violence to violation of his probation. In 2015, the 42 year old Red Bay man was arrested along with his wife Emily Harrison Hartline and charged with endangering the welfare of their two children, then aged 4 years and 15 months. Police removed both children from the Hartline’s trailer home and found that the younger child had ingested methamphetamine.
Emily Hartline, now 28, works at Alaco Sales (according to her online bio), remains on probation, and has not been charged in the current incident at this time. Richard Hartline is being held in the Franklin County Detention Center without bond.
